This report explores some key issues in relation to access and equity in vocational education and
training (VET) in Australia. The first issue concerns the two major philosophical positions (the
structural barriers and individual characteristics viewpoints) adopted by the federal government
and state governments in developing policies and programs designed to improve access and equity
in VET.
